Contravention of certain provisions of Ordinance to be an offence and penalty therefor
(1)
The owner of a boiler or pressure vessel who, without reasonable excuse,
contravenes
section 13

shall be guilty of an offence and shall be liable
on summary conviction to a fine
at level
3.

section 14
