(1)
On receipt of a report under
section 4
, the Commissioner may authorize a special conciliation officer to initiate or undertake special conciliation.
(2)
The Commissioner, instead of authorizing a conciliation officer under
section 3(c)
, may, if he is of the opinion that the circumstances of the trade dispute so warrant, authorize a special conciliation officer to initiate or undertake special conciliation.
