Service of notice of hearing

The appellant, where he is neither the owner nor the occupier of the tenement the
            subject of an appeal, on whom a notice of hearing has been given by the registrar under
rule 14(1)
shall serve a copy of the notice on the owner and the occupier
            of the tenement within 7 days of being so notified by the registrar.
