COURT: The accused, you stand convicted of one charge of trafficking in a dangerous drug. You have pleaded guilty at the Magistrates’ Court and have been committed to the High Court for sentence.
The quantity of drugs involved is 0.88 kilogramme of a mixture containing 0.55 kilogramme of heroin hydrochloride. These drugs were imported into Hong Kong, which is an aggravating factor. All things considered, I adopt a starting point of 18½ years’ imprisonment and enhance it by 1 year, making a total of 19½ years. I have taken into account everything urged in mitigation on your behalf, including the letter written by yourself. There is really no real mitigation, apart from your early plea of guilty, for which I shall give you the full one‑third discount, reducing the starting point to one of 13 years. You are therefore sentenced to 13 years’ imprisonment.
