COURT: The accused, you stand convicted of one charge of trafficking in dangerous drugs. You have pleaded guilty at the Magistrates’ Court and have been committed to the High Court for sentence.
The quantity of drugs involved is 1.02 kilogrammes of a mixture containing 0.59 kilogramme of heroin hydrochloride and 0.09 kilogramme of 6-monoacetylmorphine hydrochloride. These drugs were imported into Hong Kong, and therefore calls for enhancement. All things considered, I adopt a starting point of 20½ years’ imprisonment and enhance it by 1 year, thereby making a total of 21½ years’ imprisonment. I have taken into account everything urged in mitigation on your behalf. There is really no real mitigation apart from your early plea of guilty, for which I shall give you the full one‑third discount, reducing the starting point to one of 14 years and 4 months’ imprisonment. You will therefore go to prison for 14 years and 4 months, and that is the sentence I impose on you.
