COURT: The accused, you stand convicted of one charge of trafficking in a dangerous drug. You have pleaded guilty in the Magistrates’ Court and you have been committed to the High Court for sentence today.
I have taken into account everything that has been urged on your behalf. The quantity of drugs involved is 0.97 kilogramme of a mixture containing 0.54 kilogramme of heroin hydrochloride. These drugs were imported into Hong Kong and therefore calls for enhancement. All things considered, I adopt a starting point of 18½ years’ imprisonment, enhance it by 1 year, making a total of 19½ years. Having taken into account everything that has been urged in mitigation on your behalf, including your early plea of guilty and your co‑operation with the police, I shall give you the full one-third discount, reducing the starting point to one of 13 years’ imprisonment. You are therefore sentenced to 13 years’ imprisonment.
